DEVELOPMENT IN THE NORTHERN PERIPHERAL DISTRICTS OF THE CITY OF BUJUMBURA

Neighbourhoods arise and develop in different cities in Burundi as everywhere in the world. However, the existence of peripheral areas, including those in the north of the Bujumbura city, is worrying and testifies to a decaying society. Why do people settle in undeveloped neighbourhoods and at what cost? What kind of development is it about? This article examines the reasons for occupying the northern outskirts of the Bujumbura city. It is based on field research data and written documents. This study is based on three hypotheses. The first postulates that the unserviced districts of the northern periphery of the Bujumbura city are anarchically occupied. The second says that these districts have both specific and public infrastructure. The 3rd position says that these districts are evidence of the crisis of reason and not of development. This study is a critical analysis of the settlement of people in
places known to be dangerous. The results initially show that people are settling in the city due to demographic pressure and to improve their living conditions. Secondly, urban services are not always at work where there are anarchically occupied parts of the city, and finally the development of the city in the peripheral areas north of the Bujumbura city proves the crisis of rationality.
