The current urban model of sub-Saharan Africa is a pale copy of that of the colonial period whose objectives were primarily to meet the needs of the administration. After independence, the new states were unable to create internal dynamism to make these cities real vectors of development by planning their growth. Sub-Saharan cities have become receptacles of diverse populations, the majority of which are ill-prepared to integrate into sometimes austere urban life and without any prospect of controlled planning responding to a genuine global urban public housing policy as it is the case of Bujumbura.
