Abstract

This article is intended to be a theoretical reflection on the regional integration policy undertaken by certain countries in East Africa, within the East African Community (EAC). The regional integration policy undertaken within the framework of the EAC is inspired by the “functional regional federation” model with a particular aspect: a regional integration through overlapping mechanisms and through parallel processes or “the building-block 
approach” strategy. The David Easton's model of systems analysis best responds to analyze this processes
