Le présent article se veut une réflexion théorique sur la politique d’intégration régionale entreprise par certains pays en Afrique de l’Est, au sein de la Communauté Est Africaine (CEA). La CEA s’inspire du modèle dit « fédération régionale fonctionnelle » avec un aspect particulier : une intégration régionale par des mécanismes de recoupements et par processus parallèles ou stratégie du « the building-block approach ».Il s’agit d’une recherche centrée sur la technique documentaire et qui s’inspire du modèle d’analyse systémique de David Easton.
